Guy will be faster in 7 gate mode than jiraya could prepare sage mode, so he will blitz jiraya right at the beginning!
Jiraya can summon gamabunta right at the beginning, but gammabunta would be critical harmed/immobilized with hirudora, after that guy must landing a critical hit before he outruns, if jiraya can avoid him in some time he wins.

Jiraiya mid diff. He can hide and shrink himself inside one of his small toads, and enter Sage Mode there undetected by Gai. Boss summons can also stall for time (They can probably tank anything including Hirudora, since Kisame was still uninjured, conscious and talking immediately afterwards and later was strog enough to use raw strength to break out if a wood prison, which was supressing his chakra.

I feel like jiraiya is well aware of gais taijutsu prowess and because of this he will start off with giant toad summonings which right away would take like 100% of gais power to hold them off, jiraiya could probably defeat gai with a variety of different techs without going sage mode but if he does then gai is really screwed. And lets not forget that with needle jeezle taijutsu wont be the best option for gai so.....yeah jiraiya wins.

Needle Jizo immediately makes Gai's taijutsu pointless, forcing him to go gates to overcome that defence.
To compete with Gai he can summon Bunta or any other larger toad in order to force Gai to rely on his gates once again.
By the time this happens Gai should be tired already, allowing Jiraiya to finish him off or use that moment to go SM.

Gai should be able to win this. The only problem is Gamabunta but Gai doesn't have to take him on, he can just go straight for Jiraiya.

Gai uses Asakujaku if he resorts to Needle Jizo. Not to mention he's covered so he can't see unless he's in SM where he can sense. Even though, that doesn't save him from Asakujaku if he's covered.

Guy won't even be able to locate Jiraiya after he uses Toad Subjugation: Art of the Manipulated Shadow. Even Pain ran right past him and fell for his shadow clone. What good will gates be if Gai can't find Jiraiya?

A well coordinated oodama Rasengan ends it after that.

Hirudora took out Kisame, GSB and all the shark in that same scan as Gai noted he'd have to widen his scope. If the toads get caught, they all get destroyed.

What? Hirudora destroyed Madara's Susanoo. You're think the toads are surviving that?

- Secondly, he has to hold his breath while using this. He won't last long

- Thirdly, he can't use his techniques while using this. He would eventually have to show up to use techniques. As soon as he showed up, despite already passing him the Pain noticed him when he tried to use his technique

He's not silly. How's Gai not seeing him use this in a 1v1 matchup .The location matters as well. Jiraiya can be seen fully well in that scan but he wasn't noticed. Gai would see him in a matchup like this.
