When people mention A's speed there really is no argument especially if it's a slow shinobi but in Jiraiya's case if he starts in Sage Mode he can win with Frog Song and even if he doesn't, he can enter the toads body and prepare Sage mode inside unless of course there's no water around a A realizes this and squashes the frog.

Jiraiya for me, it's true that the Raikage is quick but all Jiraiya has to do is switch to Sage Mode and his speed won't count for anything because in Sage Mode you can sense danger on wide range just like in the new episode when Naruto fought the 3rd Raikage. Jiraiya would own him from there onward

Raikage A. His speed when or rampage is way too much for Jirayia. And he has to stay enough time doing nothing, but dodge Raikage in order to go in Sage Mode.
Raikage too fast so he will never get cought in a rashengan nor will he wait for the SM to finish.. (=
