Depends, Oil base techniques have been shown to make gaara's sand ineffective by the mizukage during the war but I am not sure if it will have a effect on gold sand. Needless to say Jiraiyas oil still plays a factor here even though it's a assumption on his effective caliber against gold sand here. I still give this to jirayia's med-high diff, boss summons, high katon jutsu via gamabunta, ma and pa ( if he manages to summon them ) and swamp of the underworld etc. He has too much brute fire power and help via toads for the fourth kazekage.

Fourth kazekage shouldnt be underestimated though since he was able to sud-due Shukaku the one tail demon I believe in a early flashback we saw him in during the war unless im mistaken? still I give this to J-man med-high diff.
