The title says it all, who would win? Jiraiya can use imperfect sage mode and summon the two sage frogs if he desires to plus all of his other abilities, Danzo has Shisui's eye (KA is not a battle jutsu), 10 sharingan in his arm for Izanagi, Senju DNA, and already a very skilled kage level ninja.

Jiraiya can take this high diff, he has the two toad sages plus his boss summons such as Gamabunta,Gama,Gamakichi and Gamaken plus he has the elemental advantage Katon>Fuuton.

KA is a battle jutsu even if it hasnt been shown to be given danzo PLANNED to use it on tobi in the midst of the fight with sasuke

I think Danzo would win. danzo was just about equivalent to the 3rd and I believe the 3rd was a level above jiraiya. but looking beyond their status, I think izanagi would get the best of jiraiya. koto too if he can use it here.
