Without Bijudama power, I can see Jiraiya pulling out the win. Dat Rasengan should be able to rock Killer Bee, even in his V2 form.

I was going to go for jaraiya but i remembered that bee can quickly transform individual body parts into Gyuki parts...jaraiya rasengans the tentacles about 5-10 mins. later new tentacle regenerates...and its most likely that bee can use the bijuu bomb even if he isnt in full BM. so unless jaraiya can dodge a ball with an explosion of about 50 meters then bee wins
