Jiraiya is beating a Jinchurki Bijuu high diff? Not a chance in a hell. Frog summons are one-shot, Jiraiya's only massive AoE (Hellswamp) is negged via Jin transformation (Habichi wouldn't even be restricted by it, frankly), and any Rasengan is either tanked or countered. Jiraiya gets plastered in Sc2, full Bijuu mode means a flash TBB ends his life.

Plus he has quite a few capable jutsu in sm along with frog song(and yes I know gyuki wakes him up, Jman still has a small window though). In s2 b more than likely one shots, he definitely wins regardless in s2

V2 Bee isn't enough to beat a SM Jiraiya. His best move is Lariat which Jiraiya dodges or counter attacks and hurts him significantly with COR. Frog Genjutsu puts Bee down too.

Jiraiya can escape Bee's TBB in round 2 but it'd count as BFR so he loses.

Given that was SM Jiraiya's initial reaction against Pain, yes, there's no reason why Jiraiya wouldn't strike from a range first.
