Plus he has quite a few capable jutsu in sm along with frog song(and yes I know gyuki wakes him up, Jman still has a small window though). In s2 b more than likely one shots, he definitely wins regardless in s2
V2 Bee > Jiraiya in speed; Jiraiya isn't evading whatsoever. Bee wins every scenario.

Jiraiya is beating a Jinchurki Bijuu high diff? Not a chance in a hell. Frog summons are one-shot, Jiraiya's only massive AoE (Hellswamp) is negged via Jin transformation (Habichi wouldn't even be restricted by it, frankly), and any Rasengan is either tanked or countered. Jiraiya gets plastered in Sc2, full Bijuu mode means a flash TBB ends his life.
