So who do you think would win?

-Each have a very strong genjutsu
-Jiraiya has SM and his summons
-2nd Mizukage has his clam

The location is where Jiraiya fought Pain.

Jiraiya literally has perfect counters to every single thing Mizukage could hope to do. He's really hax and one of the strongest characters personally, but only when the other character isn't versatile enough to answer his really specific form of hax.

What about the infinite streaming tyrany explosion? How does Jiraiya defend himself against that? Jiraiya could end the genjutsu by locating the clam with his barrier and destroy it with a chou oodama rasengan, yomi nuri or use food cart destroyer. Jiraiya's massive katons would cause problems although in a Sasuke VS 2nd Mizukage thread, people were saying that he is immune to both fire and lightning due to oil and water so I'm not 100% sure about how Jiraiya's katons will fair against the 2nd Mizukage.

All this underrating of the 2nd Mizukage going on ? Illogical. I would have to say i'm voting on the 2nd Mizukage for this one.

His clam Genjutsu far exceeds Jiriaya's own capability for it, he would be trapped for a long time. His Frog Song takes a lot of prep time, something i doubt the 2nd Mizukage would do.

Steaming Danger Tyranny literally counters a high portion of Jiriaya's worthwhile arsenal. His fire style would only serve to amplify the attacks, his oil would have a similar effect, it would prevent Jiriaya from going Sage Mode and its been shown destructive enough to potentially cripple any summons he decides to bring into the battle. But most importantly, its infinite. It would become a continuous loop of trying to defend against this deadly technique.

If anyone attempts to counter this, i will gladly expand on my points or even bring in Water Release Ninjutsu and his Hozuki Transformation.

Jiraiya. The clam genjutsu is overcome through the use of Tengai Hōjin, with the technique allowing him to detect any and all movement which takes place within the enveloped area [ ][ ]. The use of Kage Bunshins will also increase the likelihood of him locating the summon. If the clam is discovered, Food Cart Destroyer should be enough to subdue if not totally destroy it. The location itself will actually play into Jiraiya's hands since the intricate network of pipes grant him plenty of time to prepare his Sage transformation.

Now, Jōki Bōi is a threat, but ultimately, it shouldn't be something Jiraiya is unable to triumph over, especially if it can be distracted with clones, boss summons and the like. It possesses an impressive amount of speed [ ], yet this movement is inferior to a Jiraiya who has activated Sage Mode. Further, the effectiveness of it's explosions will be lessened if taking place in Amegakure, and the threat posed to Jiraiya even more so if he's constantly on the move (as he was against Pain). I doubt Jōki Bōi is surviving being summoned into Jiraiya's Toad Stomach summon. It's also worth noting that Nidaime Mizukage is left extremely weak and in a vulnerable position whilst this jutsu is in play [ ], and as such, Jiraiya would be presented with the perfect opportunity to strike the decisive blow (though of course, this is dependent on him possessing precise knowledge on Nidaime Mizukage's abilities). Senpō: Goemon should be enough to destroy the Mizukage and overcome his Hydrification technique. Gama Rinshō also ends the fight.

How exactly does Jiraiya finish off Joki Boy? I do agree that Jiraiya has counters to most of the Mizukage's techniques. I don't get how the toad mouth trap would defeat Joki Boy. Anyway I agree with the rest of your post. Also I'd like to see NK argue for the 2nd Mizukage for once who I think is underrated.

He can immobilize it with Yomi Numa and summon it away inbetween explosions, an approach which would effectively remove the threat Jōki Bōi poses.
