No that's not true. In order for Kabuto to make an edo he had to have the cells of the person he was trying to make one out of, but because jiraiya's body is at the bottom of the water kabuto couldn't gather any cells to make an edo.

It would be cool to have jiraiya back tho and nagato did bring everyone he killed back to life so it i in the realm of possibility so i'll be keeping my fingers crossed.
