Did Jiraiya at all look out of shape or was slacking due to age? Tsunade said that as she clearly was slacking. Unless Jiraiya showed signs of slacking due to age, this shouldn't really be an argument; same reason we don't go around talking about a Danzo prime or a prime Orochimaru.
