I think Jiraiya is stronger. However we don't really know since the only time we saw them fight Oro had already lost the use of his arms although Jiraiya had been poisoned by Tsunade so it probably evened things out. In that fight Jiraiya was winning against Oro so I would say Jiraiya would take him.

jiraiya is stronger but oro will win if they are fighting each other.

J-man has sage mode, great chakra almost on par with Naruto since he has sage mode. Was a perfectionist, always made tech better instead of learning better ones, could turn d-rank ability to a-rank. He is stronger than Oro.

Oro is still a very capable and strong ninja, and would win against J-man since j-man can't get over his friendship with oro and go all out.
