Jiraiya, Nagato & his 6 paths question

I get bored waiting on new Manga & Episodes so I usually go back and re watch arcs from the anime and/or manga.

I just watched the episode where Jiraiya goes into the village of rain where he encounters the six paths of pain for the first time.

Does anybody know the exact reasoning as to why Nagato chose shinobi that Jiraiya had faced in his past adventures?

I mean I know they all had their own skill set of particular jutsu, but why choose shinobi that Jiraiya had already encountered in his past adventures?

Ive wondered that too. Seems too accurate to be a coincidence. Maybe Tobi influencedhim to use those bodies.
