I know you want him to go into specifics and all, but since he clearly usually doesn't do so, I'll go ahead and fill for him.

Kakashi won't fall to Itachi's Tsukuyomi because he has intel, which then leads him to not look at Itachi's eyes. Itachi can't counter Kakashi's Kamui even with Intel, because it's not something you can dodge with base speed.

Kakashi usually not using Kamui at the beginning of every match is irrelevant. We assume that they come at each other with all their might from the get go.

Here's the thing though. In the anime at least, it showed that Itachi was down on the ground when he was hit with lightning. Was there a point to this? Did activating Susanoo take up so much chakra he fell? Besides, it didn't even show Susanoo. It wasn't visible to the eye until after he got up, which definitely took more than a second to show. As far as I know, something invisible can't exactly block against an S/T tech such as Kamui. I don't think it even matters if Susanoo was active. It's transparent. Can't he just activate it through the Susanoo?

You also fail to mention Itachi not blitzing Kakashi in part 2. The 30% argument doesn't work either. He had 30% chakra, but he was still Itachi everywhere else. He even tried to use Tsukuyomi on Kakashi's shadow clone which obviously meant he had the chakra to use it.
