The Legendary Golden Flash is BACK!!!!!!!! After hundreds of pleads from fans to bring back my magic of being the greatest debater of all time i am here and i do not disappoint. 
I think Jiraiya would beat the 4th Raikage by countering through his two main Abilities
1. Speed/Power
2. Defense
Raikages has many feats and his greatest would probably be his speed. His speed rivals the fastest shinobi to have ever lived the 4th Hokage Minato. I think Jiraiya will be able to counter this with his mastery of barriers. In J-man’s fight against Pain he was able to know Pains position at any point while in the radius of J-mans "Barrier: Canopy Method Formation". Jiraiyas speed while in sage mode is already very fast and knowing exactly where raikage is at any time will help him keep up with his speed and respond.
Raikages Lightning Release Armor allows him to have extra fast reflexes and a strong barrier that can defend against many attacks even Saskue's Chidori. But it has been shown that attacks can pass through the shield such as powerful attacks like Amaterasu and you can touch him while he is in his lightning release shown by Minato standing on him after he teleported. So I think Jiraiya’s rasengan can pass through his shield and do some serious damage since it is enhanced through sage mode. Also J-man has a very powerful genjustu "Demonic Illusion: Toad Confrontation Chant".
Jiraiya would be able to land rasengan on the 4th raikage with the heightened senses through sage mode and land some serious damage, this is shown when Naruto fights the third raikage who speed is comparable to 4th Raikages speed stated by Naruto
How would Jiraiya Stall while the toads are preparing the genjustu?: While they are preparing Jiraiya can use "Demonic Illusion: Toad Confrontation which he used against Itachi and Kisame and there only way of escape was Amaterasu, the justu is a big area because it trapped a large amount of Pains dogs which means it has a lot of room for the both of them to move, also the intestines can help in the fight and make it much harder for the 4th
Jiraiya would be able to use “Demonic Illusion: Toad Confrontation chant" on the 4th Raikage because it doesn’t matter about speed as long he hears the chant at J-man he will be caught in the Genjustu and is pretty much done after that.
