The most he could do is release it from the scroll, however he lacks the Dojutsu to control the flame itself.

The reason why he was able to control its direction when Sealing it within the scroll was because it was the effect of the Sealing Jutsu itself on the flame. Once released the Seal would be broken.

Only the Mangekyo Sharingan can control the Flame of Amaterasu.

Is it possible that Jiraiya can use Amaterasu kind of like how Itachi can use Shisui's Kotoamatsukami? Remember how Jiraiya sealed Itachi's Amaterasu?

I was thinking that too but I thought Kishi would have Jiraiya make a seal that went on his arm that contained the Amaterasu chakra and when he wants to use it then he inputs chakra into the seal that creates the Amaterasu. Yes I know Amaterasu burns whatever it touches but I was thinking of Kakashi/Sasuke Lightning blade/chidori that surrounds their hand, well we see lightning jutsus cut and shock others but not the jutsus users. Also I went with how Naruto/Jiraiya/Minato/Konohamaru all can hold a chakra of spinning condensed ball of chakra that they push into their opponent. How does the Rasengan not hurt their hand?

But all of that seemed like a lot of details so I say he Jiraiya do then needed hand signs that forms the seal on his palm and shoots out a ball of Amaterasu the size of a rasengan. Yes I know he's dead but it would have been awesome if he did do something like that. Jiraiya is pretty good with seals, was able to make a seal to counter react Orochimaru's just by looking at it.
