Jiraiya and Itachi having the highest stats in databook

Does this necessarily mean they are the strongest among all other characters? (except for those characters who doesn't have their stats yet like Nagato, Konan, etc.)

Moreover, do you think the stats are very accurate? Cause there are parts where I'm a little confused like Sakura having a Genjutsu of 4 when she never actually displayed any offensive talent for it except for dispelling it; and Ino having a Taijutsu of 1.5 when she can keep up with Asuma during the war who is a Taijutsu specialist.

The stats don't matter, it's how you use them. What's better, 4 intelligence or 5 hand seals? >.> I'd rather intelligence.

i dont think it means that much. tsunada has a 35 and is not where close it itachi

I think it shows that Jiraiya and Itachi are the two most well rounded ninja. I'd agree with that.
