You heard it here, Jiraiya the Toad Sage, “He who is singularly pervy”, stands above all forms of Hiruzen, even the mythological Prime Hiruzen.
First up: The entrance. Envery good Shinobi must have a great entrance/introduction, and Jiraiya was king of the introductions:
Boss Summons:
Jiraiya’s boss summon: Gamabunta
Jiraiya summons Gamabunta, strongest of the boss summons of the Legendary Sannin. Together they work flawlessly as a team, incorporating tag team techniques such as:
Toad Oil Cannon:
Hiruzen’s Boss summon: Monkey King Enma:
What does Monkey King Enma do? He turns into a stick…
Gamabunta > Viagra Stick
Ninjutsu:
Hiruzen uses all 5 elements BUT:
Jiraiya has the ultimate defense. Even better than Gaara’s Sand, the Susano’o and the Gudodama (not really, obviously, lol):
Needle Jizo:
Needle Jizo is not just a defensive technique, but it is also an offensive one:
While Hiruzen would most likely avoid the offensive spray of Needle Jizo, he has no ability that can break through it.
Another one of the J-man’s techniques that easily subdues Hiruzen is the Toad Mouth Bind:
This jutsu summons the stomach of Iwagama, which Itachi had to use Amaterasu to escape. Hiruzen is slow and does not have Amaterasu, he would be caught and destroyed.
Furthermore, Hiruzen has no answer for the Rasengan, nor its many variants.
He has many more techniques that would annihilate Hiruzen, and I would go in depth on them, but it’s memorial day, and I’m about to pregame for a party I’m going to at the beach with some friends, so ain’t nobody got time for that nonsense U_U
Jiraiya’s arsenal is just too strong. So strong in fact that both Itachi Uchiha and Kisame Hoshigaki were forced to admit defeat and retreat so as to not be defeated by Jiraiya. This comes after Kisame openly questioned their combined abilities in comparison to Jiraiya:
Later, Jiraiya went head to head against the Six Paths of Pain, defeating three of them before finally being defeated. Hiruzen wouldn’t have even gotten one.
Another thing that easily gives the J-man the advantage is Sage mode. Hiruzen has no answer for Sage mode, it puts him on a different level. Increased speed, strength, as well as chakra intensity. It’s just too much for the hype to handle.
That aside, Jiraiya has trained 2 children of prophecy: Naruto and Nagato, as well as He who is King of the Insta-solo, the Fourth Hokage, Minato Namikaze. By the time the series ends, he will have trained two of the six Hokages.
The biggest difference between the two though? Jiraiya doesn’t need to be revived from the dead to have his impact felt throughout the Shinobi world, even Juubito saw his power and admitted his defeat at the hands of Jiraiya:

Frog Song > Hiruzen
Barrier: Toad Gourd Prison (in which he traps enemy in a toad surrounded by stomach acid) > Hiruzen

And for the famed “Nuetralizer” technique, Jaraiya tanks it neg diff while simultaneously making out with Tsunade.
