Muu and Onoki are the only jinton users, and when they fly, they don't even move that fast, and when they perform the move they have to be stationary, which is the best point of attack. Throwing a kunai while he sets up is enough to disrupt him, he has to avoid so stop the move or be hit.

raikage has a limit to the height at which he can throw the kunai.you should be aware of that.

Onoki and Raikage is more difficult and I think it could go either. Onoki showed a lot more than other kage which is why I give it to him although high difficulty. Raikage stand a chance and can also win if he uses his brain.

And how was it plot no jutsu? Nothing can tank a jinton, NOTHING. You can avoid it or absorb it, but if you get hit by it, nothing can survive.
