False. Sasuke didn't go for Naruto's neck they both moved their hand at the last moment and because of that instead of Naruto dying he was out cold. Hell in that scan you can clearly see Sasuke turning his Chidori into a punch so it wouldn't pierce Naruto.
You keep saying Sasuke was going for the kill but he wasn't at the end of it all Sasuke didn't want to kill Naruto and be a pawn for Itachi.
In the end both Naruto and Sasuke didn't want to kill/injure each other and be it attacking somewhere else or doing something completely doesn't change that Naruto and Sasuke said they spared Naruto.
Where exactly do you see Naruto's hand moving at the last second lol. It was the at the same level and Sasuke probably did turn his chidori in to a fist but it still did make a direct contact and thus did more damage than the Rasengan to the headband did to Sasuke.
Again check the scan, it doesn't make sense for Naruto to target the area above the headband when all of Sasuke's face was available for the Rasengan. You should read VoTE 1 fight again, Naruto specifically targeted the headband cuz Sasuke challenged him that Naruto won't be able to put a scratch on it.

That Chidori didn't even puncture Naruto it did damage but it didn't puncture him. And it wasn't really a Rasengan to his headband it was just his claw. If it was a Rasengan it would have done more than a cut.

Yeah look at their hands, the major part of Naruto's Rasengan was still at Sasuke's forehead protector and not at the top of Sasuke's head because Naruto was actually targetting the headband. Tell me why would Naruto reduce the effectiveness of his rasengan by not not targeting a completely open area and instead target it at place where at least half the damage would be negated by the headband? That's because Naruto was obviously targetting the headband.
Reason:
- It doesn't make sense to target an area where the damage is going to get reduced due to some form of protection
- Sasuke's face was a much better option if Naruto really was trying to kill Sasuke
- Naruto didn't want to kill Sasuke as always
- Naruto intentionally targetted the headband to take Sasuke on his challenge and prove him wrong.

Sasuke on the other hand said that he'll kill Naruto in order to obtain the MS.
While Naruto never had any intention of killing Sasuke, Sasuke had every intention of doing so and intended to do so until the last moment when he changed his mind. Another reason why Naruto won't target Sasuke's vital parts with his Rasengan directly.
Well Sasuke trying to kill Naruto is a reason enough for Gamabunta to fight Sasuke.
