Mihawk can only stay submerged for so long
Jinbei can control the water surrounding them
Jinbei's attacks might also be stronger in water since they were designed to be used in water anyway

It would be like Zoro vs Jones just longer and more epic.
Mihawk fodderised Jinbe during the war, granted now he has the increased speed, strength and more techniques which is what pushes it to a mid diff win for Mihawk imo.

Mihawk should be able to take it Med Diff Jinbei

The difference in strength between the two is too great, even being underwater doesn't change the odds much. Mihawk would defeat Jinbei without much difficulty.

Mihawk mid-diff. At Marineford, Mihawk was able to drive Jinbe straight through ice and defeat him with just a little effort. Jinbe has gotten stronger, but I doubt he can beat Mihawk now. If Zoro can move faster than a Fishman underwater, then Mihawk can too, Mihawk would beat Jinbe, but it won't be easy.
