Depends on the location. If there is water around, Jinbe may win albeit extreme difficulty(could actually go either way infact), otherwise Doffy low-mid difficulty

Another thing we should note is that Jinbei's techniques are slow or have a prep-delay. For someone who attacks swiftly and lethally like Doflamingo, it's a good match-up.
