Yes. Keyword being the word ''Magus''. Hence the punctuation marks in Nasu's statement. Magus Aoko and Sorceress Aoko are two different things, each referring to two different stages of her life. Magus Aoko doesn't really know how to use her True Magic and is only capable of using Magecraft, hence why it is impossible to beat Medea in a battle of Magecraft. True Magic and Sorceress Aoko are different things, however. None of the Heroic Spirits shown anything to be able to compete with Sorceress Aoko atm. Maybe Gilgamesh, but he's more likely to be beaten than win. Considering Sorceress Aoko can literally cut out events of time and swing them to the future or just exchange time events in general. Ex. Kill her and her True Magic will swing that event into the future. Spoiler below:

Wouldn't be too sure about that. Even an A+ Noble phantasm is considered "close to true magic" let alone an A++ or EX ranked Noble phantasms. Avalon is considered more powerful than the 5 sorceries for instance. She's certainly someone that can fight Heroic Spirits, but isn't necessarily above them. The fact that the "most" of the dead apostles, many of whom have reality marbles are compared to a heroic spirit with an average NP, and that they specifically are mentioned as "they're not included" in the top 3 strongest would heavily imply that there are heroic spirits that would have taken up one of the spots had they been included, which automatically means that there are heroic spirits beyond Aoko.
Regardless, I hope Mahou Tsukai no Yoru gets translated soon.
