Magus Aoko doesn't really know how to use her True Magic and is only capable of using Magecraft, hence why it is impossible to beat Medea in a battle of Magecraft. True Magic and Sorceress Aoko are different things, however. None of the Heroic Spirits shown anything to be able to compete with Sorceress Aoko atm. Maybe Gilgamesh, but he's more likely to be beaten than win. Considering Sorceress Aoko can literally cut out events of time and swing them to the future or just exchange time events in general. Ex. Kill her and her True Magic will swing that event into the future. Spoiler below:

Wouldn't be too sure about that. Even an A+ Noble phantasm is considered "close to true magic" let alone an A++ or EX ranked Noble phantasms. Avalon is considered more powerful than the 5 sorceries for instance. She's certainly someone that can fight Heroic Spirits, but isn't necessarily above them. The fact that the "most" of the dead apostles, many of whom have reality marbles are compared to a heroic spirit with an average NP, and that they specifically are mentioned as "they're not included" in the top 3 strongest would heavily imply that there are heroic spirits that would have taken up one of the spots had they been included, which automatically means that there are heroic spirits beyond Aoko.

There are things comparable or on the level of True Magic, yes. However, that doesn't necessarily mean these things can match Aoko's Five in a head on battle in terms of how they work. In terms of level? Yes. But so far, none of the Heroic Spirits have shown something to be able to match Aoko in a fight and pull off a win.

Gilgamesh? Maybe. Right now, Aoko should be able to pull off a win against him more often than not. Though, that's not to say that Gilgamesh probably won't show something that hard counters time exchanging since he's literally got a dozen of NPs with overpowered abilities.

Uh, I'd assume this top 3 has some conditions attached because Aoko nor Heroic Spirits wouldn't be able to make it due to the TYPEs or other TYPE-level beings. The only one that comes to mind right now regarding TYPE level HS is Gilgamesh.

Because honestly speaking, Gilgamesh has a weapon that can kill TYPEs if it lands and even now, we barely know shit about what Gilgamesh is capable of considering the massive amount of NPs in his armory which's abilities we are completely unaware of. Hell. Fate/Strange Fake just started publishing and there's a shit ton of ridiculously OP HS in that HGW so you might as well assume that Gilgamesh will show off some new powerful NPs.
