I don't really think that Jigen can definitively beat top tiers like the Third, and the Fourth Lightning Shadow.. or Gengetsu.. or people in that tier.

I think that, the only reason Jigen pressured Naruto, and Sasuke to that degree was because they were explicitly weakened like stated in the serialization.

Supplement that with the fact that characters like the aforementioned characters' in addition to characters whom are progressively lower in the power fruit chain, and characters whom are progressively higher in the power fruit chain - can all definitively beat Jigen, in my opinion, to be honest.

Personally, I don't really think that power level debates that are solely based on features' should be engaged, tbh.

For example, there's no point in discussing - Madara |VS| Onoki, or say - Itachi |VS| Orange Mask Obito, because, clearly, the author has already elucidated his opinion regarding these match-ups, with additional sub statements backing up the initial introductory statements.

A zetsu and hyuga combo should counter his abilities. Energy from a tailed beast should cover any gap in power levels
