4th hokage easily.

1st hokage wouldn't be able to do anything because he'd be busy holding down Naruto and Gaara. Then 1st hokage would be completely vulnerable to a team attack from 4th and 3rd hokage that would destroy 1st hokage. then after 1st died, Naruto and Gaara would be released going on a rampage after anyone they see. Shukaku wouldn't last long against anyone. 4th hokage already proved that he could even fight in mortal combat with the "9" tailed fox, so 4 tails wouldn't be that rough for him.

It would be a messy fight, but unless at least 3 competitors teamed up on 4th hokage, 4th hokage would win this.
