being the first mate does not mean ur the strongest but the first recruit. shiliew is probably just a fleet commander

Anyways as others have said First Fleet Commander may not even mean first mate. And even if it does, it doesn't mean he has to be the second strongest!

For instance, Sanji isn't the third SH recruit, but happens to be the third strongest.

Still if he ends up as the First Mate I'm a little surprised, but not completely shocked. After Blackbeard, I'd say he comes next when it comes to being all man cave like...
