I'm leaning more to Jellal. He wasn't exerting himself at all in the games when under the guise of Mystogan.

Actually he was going to, as he started to use Meteor when he realized Mystogan's power wasn't going to work.

I don't know Jura is super strong, he took of the Lightning God Slayer dude in one move. And it seemed as if the Lightning guy was going to be trouble for even Luxus.

In the end, he still got beat by Laxus. Laxus wasn't even using DF. DF Laxus would probably beat him when he riled up his magical power.

Time skip, Jura is the 5th strongest. But timeskip Jellal also trained, so yea you're correct. Cerma had Jura worried and it was awing the audience. At that point he still wasn't even trying since he didn't even release the true power of Heavenly Body.

Cerma wasnt even the strongest attack he used in the series, he was gonna destroy the whole tower of heaven and kill Natsu and Erza with Abyss Break ... And that happened 7 years ago
