I haven't read Bleach so idk. I heard Bleach verse is pretty strong. There's only a small handful of Naruto characters that are strong but even they can defeat OP top tiers.
He'll get killed before he can clap his hands. Doflamingo could easily slice his head off and Kuma can just deflect any OP attacks sent from the top tiers in Naruto.

Jubi's tailed beast balls have travelled significant cross country distances themselves and the juubito tiers or around that level and above can perceive this movement, not to mention recently Naruto and Sasuke jumping from the outskirts of mists to the valley of the end in a very short timeframe so Doflamingo isn't exactly outspeeding anything at all here, they can react to his every movement.
As for kuma, no limits fallacy, applying no limits to a feat just because none were stated or displayed. Kuma's attacks have yet to bounce back even city abolishing feats, let alone country level and movements faster than he can react to.
Lol? Doflamingo isn't known for his speed and Naruto characters don't have something overpowered to detect attacks like CoO offers. We already have Kizaru that can move at the speed of light.

CoO is just what you said; detecting attacks. A precognition that allows you to detect the presenfe of others and attacks, so you can predict and if skilled enough, avoid. With precognition reacting and dodging attacks is easier, but only if you're fast enough to do it, so what dictates doflamingo as to dodging a tailed beast ball that is mountain level+ right across his entire area? I also see no way he is slicing BM in half when it has tanked juubi's eye laser and ran into multiple idle above mountain level tbb's not even in cloak, susano'O when not even PS was requifed to tank the aftermaths of tenpenchi, or a juubito and madara can just blitz. In fact, base hashirama himself was even able to outrun TBB for a while, and then stopped to react to it and it proceeded to charge a huge distance

As for kizaru, it takes this man several moments to travel into that speed completely, i.e. him versus rayleigh. Other than this power, he has not shown to move at 186,282 mps aka the speed of light with his footspeed, rather with yata no kagami by refracting or moving his molecules, agai8n taking a few moments here.
Not to mention, juubi's tailed beast ball you like it or not is far beyond island level even,

I like your list, seems plausible. It didn't even attract many Dragon Ball fan(boy)s, which is kinda surprising. The Yukki part kinda threw me off, but i guess it's true.
