We don't really know how or when Minato learned FTG. Honestly I never found a reason for Naruto to not have/learn the technique itself, maybe if he had the time and researched it. Seeing how he has potency in Fuuinjutsu, or at least that's the impression I got when he took over Kurama and the Tailed Beast called out the S06P's name.

Though I don't see why not, this is Kishimoto's manga and time, time, and time again we have seen the impossible. He already knows a B rank jutsu, even though he has not graduated (and we don't actually know when he learned it, in contrast to Naruto who learned it and then graduated the very same day). So whether this Prodigy hype lives up to its name is inconclusive.

It is all speculation though, in the end Kishimoto will do what he wants, this is a short series after all.
