Fuuton/Wind Release is one of the 5 basic Chakra Nature Transformations. To create Wind Chakra, you must flatten your chakra as thin as possible creating almost like semi-invisible knives. It is mostly short-mid range but as we have seen, the Wind Release: Rasenshuriken is for all ranges. Most Wind techniques seem to look like you are creating air flow.
Wind Release is half of the chakra natures needed for Kekkei Genkai, Ice Release, along with Water Release
Wind Release is also 1/3 of the chakra natures needed for the the Kekkei Tota, Dust Release, along with Fire Release, and Earth Release.
Oh and Wind is strong against Lightning because Wind is a natural insulator and Wind is weak against fire because the more air added to fire the more oxygen it has, meaning the bigger it gets.

Wind techniques are mainly short-mid ranged techniques that combine precision and force to deal slashing and cutting damage; which is often why wind chakra is channeled into blades to cutting power and range. Wind techniques usually are performed by generating air circulation and can also be enhanced the same way. Wind techniques are strong against lightning techniques because it is a natural insulator, but weak against fire techniques due to "fanning the flames" or fueling the fire.
Wind can be used with fire techniques to increase its strength and can also be used with water techniques to increase the concussive and overall destructive power.

*As the breeze starts to hit my body, I can feel the air lightly blowing my hair and the light touch on my skin. I look up and see the grass flowing with the wind, and the trees changing shape because of it. It feels so delicate, like it is so small yet it is so sharp and powerful.*

This is not a gentle feeling like the breeze we were in before, this is powerful and frightening.

sensei, the wind feels incredible. I could feel it flowing independently through the field; rustling the grass as it moves, changing direction instantaneously and sporadically whenever it decides to go a different way. yet even though it can move delicately through blades of grass and strands of hair; it has a certain force behind it, that even a breeze of this power offers a small resistance to the body as you stand.

It just happens to be ripping through the field several hundreds of meters away fro us to the point where we can see its path of destruction.

Now tell me from both experiences what you have come to understand about Wind (Regular Wind).
"Wind is everywhere, and it seems to just be one big mass that just pushes things around and gives us oxygen, but it is actually a lot of smaller masses that are very sharp and thin, but act together with the surrounding masses of air. It can be so devastating as to pick up a car from a road(tornado) or give a gentle breeze that cools you on a hot day or push the grass and leaves and it gives a gentle and relaxing feeling. Though it is sharp and can be devastating, it also gives a person a relaxed and calming feeling."
Meh, more or less.
Wind can be gentle and calm, ranging a breeze blowing through a grassy field, to a summer breeze that blesses you with its comforting presence on an arid, hot day. However, Wind can also be incredibly powerful, with wind at several hundreds of miles per hour, capable of tearing trees out of the ground and tossing them around like a baby's play things.

Now focus your wind chakra into that blade. Focus incredibly hard. Imagine grinding your chakra in between two blades making it finer and finer, until it is razor sharp. Once you successfully mould the Fuuton chakra, use it to cut the leaf down the middle. Remember, as we've seen in the Anime already, just this little task takes an incredible amount of focus and effort. In-fact, if you know the Shadow Clone Jutsu you can use that to help you perform the jutsu faster. If not, simply do it by yourself.
