Luffy never went all out on Punk hazard though, he didn't shown his full power until Dressrosa, why should he need a power up if he hasn't gone all out?. Now that Dressrosa showed us his full power, its time for some power ups. Also Jack being weaker than Doflamingo is just speculation Jack hasn't done anything yet.

Nontheless, what luffy was capable of at Dressrosa, he was capable of in punk hazard.
Him not going full out in power =/= he doesn't possess it.
Point is, he doesn't always get a power-up each arc.
Obviously he isn't going to get a power up when he hasn't shown his full abilities. He always shows new techniques every island, those aren't big power ups but new and stronger techs can still make a difference in a fight. This being the NW he should always run into a more dangerous villain than the last, especially if he's going after a Yonko, even If its a team effort to take out Kaido he needs to be stronger than he was on DR. You know Luffy needs a power up when most people don't even think 3 Top SN level opponents can beat Marco as a team.
