Yes. Tobirama > MS Izuna. Even though it was stated that MS Izuna and MS Madara were on the same level, I tend to disagree. Why would Kishi make Tobirama > MS Madara? Tobirama killed MS Izuna, so with the Izuna=Madara thing, Tobirama > MS Madara. This could be true, but MS Madara > MS Izuna IMO.

Yes Izuna had MS before he died. How would Madara obtain the ems without it?
