Izuna izanagi?

So based on Madara's reactions to various situations in the manga and the fact he obtained the EMS it's pretty obvious Izuna is dead. Why didn't he try using Izanagi after Tobirama's lethal attack? Or put a time delay Izanagi on it like Madara did. The only thing I can think of is that maybe Madara and Izuna already knew about BZ's plan at that point and izuna wanted to make sure Madara could obtain EMS.

There are apparently a lot of techniques to raise people from the dead. And the people you'd think would use them did not, Izanagi, Rinne Tensei, Edo Tensei, etc.
