If Izanami determines one's destiny then why didn't Itachi use it on Sasuke to ensure that he wouldn't turn against the Leaf village?

When Itachi died Sasuke wasn't as evil as now. If Itachi managed to do it then Tobi would ruin it since Tobi is the first one Sasuke sees after Itachi's death. Wouldn't make any sense. ^^
