If we have to try and debate whether a technique that rewinds time a small amount would be able to overcome a technique that sends you into a different ****ing dimension, I'm pretty sure that means both techniques shouldn't have been included in the first place.

Izanagi rewrites reality itself for the user, so I think yes.

Izanagi only rewrite reality if the user is "killed" or taken damage. So i doubt it.

Injury, death, or a disadvantage situation. So the answer is yes, he would return back to the narutoverse unharmed if he had/has izanagi.
