You have to lose light in one eye to use it so no it's not. Itachi's Tsukiyomi is the best, KA can be countered if the person being controlled figures out he's under a genjutsu

Yes i believe it is going by kishi's pattern. Basically the latter the doujutsu the stronger it is and izanami is the latest doujutsu we have been introduced to.

So basically at first we thought it was tsukuyomi, then we got interested to ka. Then we got introduced to izanagi. Now we got introduced to izanami

I don't think we can totally discount kabuto just yet, he may figure out a way out of the genjutsu, very doubtful, but we shall see. The reason why it will be hard for Kabuto to except his destiny is because he honestly believes that he is indestructible. So the fact that He is caught could mean a lot of things. We also have to look at Itachi is already thinking ahead just in case Kabuto does manage to disable the genjutsu. Well at least confer with Sasuke on there next plan of attack.

People that are Arrogant and over confident tend to ignore and miss small facts, because they tend to focus more on how powerful they've become. Instead of focusing on what the enemy can do. Itachi knew this and used it against Kabuto.

Tsukuyomi is still the best indeed which is why its the only one that requires eyesite also

No. He said it was Shisui's strongest Genjutsu - no the strongest in general.

Anyway, I wouldn't say that it's the strongest, either. Of course people think that it's the strongest right now, since it has just been released - that's the natural hype. And indeed, it's absoulutely amazing. It catches the enemy inside a never ending loop - definitely one of the most awesome effects a technique could have.

But Tsukuyomi, Izanagi, Koto Amatsukami, all those illusions are overpowered in their own way, too, and mostly can't be compared. Izanami one of the strongest, but can't be considered the strongest. None of them can.
