Both villages are strong and have more than 1 kage level ninja in their village its clear that both could compete for second spot below Konohagakure in terms of power .

He defeated the kazekage low diff , the three tails , fought team kakashi and team gai and han . Deidara is clearly mid level kage . and if he stayed in the village he would of probably be first choice to be the next kage in that village.

Darui would have to take on Deidara (and Deidara is difficult to beat not sure if Darui has got techniques to defend against Deidara arsenal and Deidara is also fast )

Killer bee fights Rōshi and han then be back up for yugito

shee takes on Kurotsuchi

yugito takes on Kitsuchi and Akatsuchi(This might be too much yugito but she might win mid/high diff against them without killer bee/shee/darui help)

Samui and Atsui arent on shee , killer bee , yugito or darui level they would just get in the way tbh .

Overrall Kumo is slightly stronger, only because of Bee plus the fact that Raiton > Doton, só if their armies were going to war against each other Kumo would prevail.
