Though naruto is more likely to become hokage because hes the character sasuke still has a chance. Sasukes deeds so far can easily grant him a pardon but not only that most people dont know about him being "evil". Sasukes done more good things than bad. He "killed" orochimaru, two powerful members of the akatsuki including itachi. He killed danzo the leader of a rogue konoha faction plotting to ursurp the government, he saved the alliance by helping fight and bringing the hokage, hes going to help defeat kaguya and is going to free everyone from it when he defeats her. Thats a lot of good deeds they easily out weighs the bad deeds he did which were attempting to kidnap bee, taking raikages arm, killing a few samurai(not sure if he or suigetsu did that), and attacking the gokage im sure they can turn a blind eye.. Through his current efforts he SHOULD forgive him but like i said the people like naruto better but if naruto was dead sasuke would be a shoo in.

We'll and also naruto has been talking about becoming hokage since the first episode whereas sasuke started mentioning it only a couple chapters ago. Naruto has been spending his whole life making people recognize him. It's not something that happened over night. And if you could become hokage for a couple of good deeds I'm sure naruto would have become hokage after defeating pein. Be kinda messed up that naruto works his whole life to become hokage just to have sasuke come and usurp him in the last minute

Despite Sasuke's good deeds:

1. Nobody actually likes him.
2. As bad as Danzo was, he was still apart of Konoha's government and people still respected him.
3. It is known that Sasuke attacked Bee and the 5 kage summit. This made Sasuke not just a local criminal, but an international criminal.
4. A rouge ninja is still a rouge ninja, even if they did good things like killing akautski members. As far as the Konoha government is concerned, Sasuke still could have given away village secrets while he was away.
