I'm not underestimating him. His SM is imperfect and takes too long to enter while at the same time doesn't last very long. He absolutely needs those summons to be a threat to the Alliance.

You do know that edos are able to use summons? But either way jiraiya is extremely versital and if he had no free will he would kill alot of people.
