Okay, first of all Tobirama asked the mysterious person about who he was, so I believe Tobirama doesn't know about this person and that person is not either Izuna or Shisui as we know.
Then we go to team Taka.... As it seems, they also do not know about who it is and Karin the sensor type didn't knew who it was and where that chakra was coming from either, so my guess is not Kabuto.
Then Oro, that man really knows a lot of appearance and all this stuff, but i've heard someone here claimed that it may be Jiraiya, so then I was just thinking that is not Jiraiya either due to his chakra. That chakra is not well known, and it may be a person that we don't know from before. Karin was able to sense his/her chakra in a different way and she stated that she had a very bad feeling about this one.
But my theory is that we know this is just chakra, but as we know that must be the person, because Karin is an Uzumaki and she has a great sensory skills. Both Karin and Tobirama are sensor types and did not recognized the chakra of the person. If it was Kabuto, then Karin would've noticed his chakra, especially based on that she used to see him often a lot in the past.
It's not so6p either, but btw how can a God exist and do not show up until now? We know he was just a legend.
