Jiraiya has the whole look of an Otsutsuki, stout and white hair and horn headband. His is clearly a descendant of Otsutsuki. Kakashi has grey hair. Sakumo has white.
Kakashi's hair is white. Also, the fact that you admit that Sakumo has white hair means that you admit that white hair isn't exclusive to the Otsutsuki clan (unless you think that Sakumo was an Otsutsuki too).
Also, Otsutsukis horns are actually apart of their anatomies while Jiraiya only has horn-like spikes on his headband.
Furthermore, white hair isn't really a special trait for the Otsutsuki clan. We just happen to know a number of white haired ones, but that is not a known guarantee for Otsutsuki members. Hagoromo in his youth had brown (or black) hair and so did Indra and Asura.
Ability-wise, Jiraiya showed no kind of special chakara or bloodline power (which all known Otsutsuki members have shown). There are also a number of other visual differences between Jiraiya and Otsutsuki members such as the Otsutsuki pale white skin and the byakugan.
Finally, from a writing standpoint, why the heck would Jiraiya just randomly be an Otsutsuki if the writers weren't going to do anything with it?!
You really shouldn't just assume that a person is a member of a clan just because that person shares one small insignificant visual similarity to a few known members of the clan.
By your logic:
Teuchi (the ramen guy) is an Uchiha because he has black hair and we've seen many Uchihas with black hair.
Sai must be an Otsutsuki as well because he is very pale just like Kaguya.
