Jiraiya has the whole look of an Otsutsuki, stout and white hair and horn headband. His is clearly a descendant of Otsutsuki. Kakashi has grey hair. Sakumo has white.

Kakashi's hair is white. Also, the fact that you admit that Sakumo has white hair means that you admit that white hair isn't exclusive to the Otsutsuki clan (unless you think that Sakumo was an Otsutsuki too).

Also, Otsutsukis horns are actually apart of their anatomies while Jiraiya only has horn-like spikes on his headband.

Furthermore, white hair isn't really a special trait for the Otsutsuki clan. We just happen to know a number of white haired ones, but that is not a known guarantee for Otsutsuki members. Hagoromo in his youth had brown (or black) hair and so did Indra and Asura.

Ability-wise, Jiraiya showed no kind of special chakara or bloodline power (which all known Otsutsuki members have shown). There are also a number of other visual differences between Jiraiya and Otsutsuki members such as the Otsutsuki pale white skin and the byakugan.

Finally, from a writing standpoint, why the heck would Jiraiya just randomly be an Otsutsuki if the writers weren't going to do anything with it?!

You really shouldn't just assume that a person is a member of a clan just because that person shares one small insignificant visual similarity to a few known members of the clan.

By your logic:

Teuchi (the ramen guy) is an Uchiha because he has black hair and we've seen many Uchihas with black hair.

Sai must be an Otsutsuki as well because he is very pale just like Kaguya.

It is true that Nagato used Madara's eyes.

However, there is no plot hole regarding Jiraiya.

You say that Jiraiya should have questioned why Nagato had the rinnegan, but let me ask you this:

How was Jiraiya supposed to know the requirements to awaken a rinnegan? How should he have known that an Uzumaki alone can't awaken the rinnegan? Did he even know that Nagato was an Uzumaki to begin with?

The only people who we know to have awakened the rinnegan are Momoshiki, Hagoromo, Madara and Sasuke.

There is no way that Jiraiya would have even known of Momoshiki's existence (or the existence of the Otsutsuki clan in general).

In order for Jiraiya to know how Hagoromo awakened the rinnegan, he would have had to have known about Kaguya and the Shinju, and I highly doubt that Jiraiya knew about that stuff.

Madara was thought to have died to Hashirama and almost nobody ever knew at the time that Madara had ever awakened the rinnegan.

Sasuke wasn't even born at the time, and by the time that Sasuke awakened the rinnegan, Jiraiya was already dead.

Now having said all this, I reiterate my questions​:

How the heck would Jiraiya have known the process for awakening the rinnegan, and how would he have known to question Nagato's possession of it?

even if jiraiya dont know requirements of awakening rinnegan....he still should have kestioned its origine becuz jiraiya was astonished and surprised to see rinnagan for first time in his life...he thought it was a myth...also jiraiya never see uzumaki with dojutsu like rinnegan..

-jiraiya should at least ask nagato " where did you get those eyes???...i've ,ever seen uzumakis have one , not even uchihas!!...could these eyes be hagoromo's eye???" .........see what i mean bro??? (not sure tho if jiraiya knew that nagato was a uzumaki)..

Both Madara and Obito were capable of using all six paths of the rinnegan like Nagato did, but as BOTH Kakashi and Gai stated around chapter 564-565 Obito and Madara didn't want to use them because they already knew how to counter all of pain's jutsus. Even Gai calls Obito that he wouldn't be that stupid to do something like that while Kakashi was the one who was wondering why he didn't use any.
