Why not? Cloud village even knew about it lol Kushina told Naruto they were after her special chakra but A said they were after Kurama so Kurama is that special chakra she had. Kushina was friends with Sasuke's mom and was telling her about the birth which was suppose to be secret and someone she was with stopped her from going on. The villagers only thought they planned it because they weren't helping during the attack because Danzo wouldn't let them because he didn't want to give them a chance to take control of Kurama. Danzo putting them under watch didn't help them out either.

I only added what I did to let you know they most likely knew Kushina was the Jinchuuriki and even could have known about Naruto's birth but no they wouldn't do it.

Everybody knew she was the jinchuruki. Not everyone knew when she would give birth.

The Uchiha were the only clan that could control the Bijuu with the sharingan. When Kurama attacked he had Sharingan in his eye due to Obito. An Uchiha.

Madara attacked the village with the Kyubi before. Sharingan was in the Kyubis eyes. Only makes sense to blame the Uchiha clan. Who would you blame? The Inuzukas?

Except a member of the Uchiha clan was...either way, the show seems to imply that Nine-Tails has always been sentient, every time it shown attacking humans, it's either been provoked or controlled, with those factors, it's not too hard to see why Danzo would blame them. Beyond that, Danzo desired power.

They assumed the whole Uchiha were involved because none of the Uchiha were present during the kyubi attac. That is understandbly very suspicious
