I feel like he is someone who was never mentioned so far BUT, I do know the explanation of who he is will be an over the top ridiculous never thought of something if you know what I mean.

No matter who Tobi really is there will be a crazy twist in the plot and so many people will be mad regardless of the answer, we need to just wait and see.
