A great supplementary jutsu. Just release lightning chakra from your body in the form of a bright light. As it says, layering it with genjutsu is great, though it can be layered with a lot of jutsu because if blinds the opponent + the time it takes for them to regain sight. It's best to use a jutsu that is stealthy when you use this, so that they cannot rely on their other senses.

Give me two or three examples of stealth jutsu you would combine this with, and one other combination not necessarily stealth related yet effective. And finally what would be the best ninja tool to pair with the jutsu?

(Raigen Raikochu) – Lightning Illusion Flash of Lightning Pillar

The light can blind any enemy that sees it but its main ability is that, through skill and precise chakra control and timing, the user can use it as a cover to put the enemy into a genjutsu by using the light as a decoy, preventing the enemy from noticing the genjutsu was placed.
Note: Can follow with any Genjutsu the user knows up to A-Rank but needs to have mastered Genjutsu. The user will need to effectively spend two moves, performing both the Lightning Illusion and the Genjutsu; the first only serves as a cover to place the second unnoticed
Note: Can only be used once every three turns

It's just a literal lightning blast. Form a chidori and then use shape manipulation to extend the lightning outwards as a blast. Straight forward.

Rentaro wove four hand seals as he spread raiton chakra all throughout his body, creating a layer of blinding light to form all around him on his skin. Facing a clone that was blinded, Rentaro continued his assault by placing the clone into a genjutsu where all he would see is darkness, making him believe that he was blinded by the light completely ( ).

Alright, three stealth techniques that would work well with this... Any technique that quietly summons something above the opponent like the toad jutsu, the one with water, dropping lid, the one with mud, etc. Them being blind makes it less likely than before to notice the attack coming from below. Another kind of jutsu which pairs well with this is ones that create controllable tentacles, whips, etc that can move towards my target silently and strike them. A variety of the more silent ninja tool techniques work as well, like techniques that shoot nails out of your mouth towards the target. A good technique that pairs with this well yet isn't very stealthy would be Phoenix flower jutsu, or any katon technique that fires multiple fireballs. The sound of them may give away some of their locations, but it would be nearly impossible to keep track of each individual location of each sound all at once and counter accordingly while blind. Finally, in my opinion the kunai without any attachments on it (bomb tags, smoke tags, etc) would be the best choice, though a senbon would work equally as well. They make little noise while thrown, unlike the shuriken that has the distinct sound of it cutting through the air as it spins. I would leave out any tags because they could flap around and reveal the location of the kunai and the tag, but it may also make a small noise a split second before it activates.

Instead of staying on his hand, Rentaro forced the chidori to be blasted off of it 120° in front of him, taking out a large group of clones in one move. Rentaro noted that it wouldn't be viable to try using this if the enemy was too far away, but was a very handy technique to know if a mass of enemies were getting too up close and personal for his comfort.

You did a better job than I thought answering the questions. Even got the senbon right, which doesn't make sound. As seen when Haku got Zabuza in the neck. Not even Kakashi heard it. So yeah, Senbon are the best choice. Though I believe masses of senbon make a little noise, like from the umbrella (though I think the umbrella makes most of the noise) or shooting them from your mouth.

Another simple technique. Using a shadow clone, both use lightning cutter and extend the lightning to connect. Run forwards with some distance apart, anything inbetween it will get shredded. Kakashi used it against Pein, I believe.

As is says much more clearly there, along with a picture, you have to first strike a target with chidori. As you do, just like the A rank version, create a spear extending from the chidori that moves the opponent backwards with it, while being impaled. Concentrate a mass of chakra into the end of it to cause an explosion. Difficult to get off due to the initial contact needed. Pretty self explanatory as well.

They both immediately wove the necessary hand seals for Raikiri, creating one in opposite hands of the other. Rentaro's was focused in his left hand, while the clone's was in his right. The two spaced themselves out a bit, then ran towards a tree. Holding their arms out at each other, the two used their chakra to connect the Raikiris with a lightning chain. As the duo ran past the tree on either side, they pulled the chain through it which cut it down.

Question: Does the clone and the original have to use the actual technique Raikiri before hand, making this a four move combo (including the creation of the clone), or does creating two Raikiris not count as a move? (I'm pretty sure its not a four move combo, but you can never be too sure)

Question: Do the two Raikiris need to be touching each other to connect, and then the clone and original space themselves out, or can they be connected from a distance?

He then ran at the clone full speed, and stabbed him in the stomach with his Chidori. Adding more chakra to the Chidori, Rentaro caused it to extend as he raised his hand upwards a bit, causing the clone to be sent into the air on the end of the spear. At the end of the spear, an electrical explosion erupted, causing the clone to dispel.

Question: Once again, do I have to have separately created a Chidori prior to this technique, and if not do I have to weave all of the normal seals required to create one, or would it just appear in my hand without seals?

Question: If someone counters this technique before I can stab them and create the spear (if they counter when it is still just a Chidori), would that Chidori be treated as an S rank instead of its normal A rank?

Good job on the descriptions.

Answers for the 1st Jutsu:

1) you don't need to post the raikiri jutsu. Simply the clone jutsu and then the lightning chain.
2) They can connect from a distance, though the distance has to be within short range. From there you can move and have the chain connect from a midrange distance.

2nd Jutsu
1) Any jutsu requiring chidori first will need the handseals to first create the chidori. And any jutsu that uses a Chidori first doesn't need to have chidori posted first unless specified other wise. Like when you use Chidori spear, you just post the spear.

2) it would be A ranked. Some jutsus rank isn't necessarily their power. It can also be their difficulty to learn or what they are meant for. Like shadow clones, they're B rank because their pretty difficult, not because their power. So while this jutsu says S rank, imo the S rank power comes when the spear and explosion are together.

Rentaro smiled as he had heard many tales about this next, and final technique. Applying the same principles of Chidori, Rentaro wove three hand seals and then focused raiton chakra into his right hand. He could feel the power swelling through his hand as he pressed more and more chakra into it. After a moment, he felt it begin to pour out in the form of lightning.
Raikiri!!
Rentaro ran at a massive boulder and pushed the raikiri into it. The power of the lightning pierced through the rock with ease. He then proceeded to move his arm about inside of it, breaking it apart even more. Then, the boulder fell onto him and he became obito gg
