When a character that's required a monumental amount of handed powerups in a series, is at such a state that they are eligible for being within the top-ten strongest within their respective show yet they still require multiple psudeo-enhancements to remain relevant to the story. It's quite a shame. In a way, it makes you wonder how said character would fare if the plethora of gifts were taken away...

I think in the end it really makes you appreciate those that are capable of holding their own without a genetic pre-disposition towards being skilful, or any outside assistance of any kind, take Might Guy, Minato, Kisame (Without Samehada, I suppose.) or the current Gokage as an example (Aside from Mei's Kekkei Genkai.).

I think you're missing the point; villains have to get stronger, or else there's no story. The writer cap accomplish this however he chooses.

I think a story starts to suffer when a character requires someone else's power in order to develop, rather than by their own.
