And with his huge arsenal, he will hit him anyway. Tobis intangibility isn't staying forever and I don't see Tobi handling 30 Clones with Susanoo, the Mokuton, EMS and Rinnegan techniques at once.

Madara is the strongest, but it doesn't change the fact that Tobi beats 8 times out of 10. The process of Tobi defeating Madara is quite simple and at the moment Madara has no counters to Tobi. All Tobi would have to do is teleport to him, inside Susano'o or not and then warp him to his pocket dimension.

Remember, you can't defeat what you can't touch.

Also, Kabuto defeats him since Madara is Kabuto's own personal summon.
