Once people find out who Tobi is no one would care anymore it best to keep the suspension and his identity a mystery. Whoever Tobi is, was thought to be dead. So the longer Tobi doesn't show himself the better the show will be. It gets everyone imagination going.
Its best to leave Tobi's identity a secret.
