What you're saying makes sense to a degree, because his plan was to protect Konoha... But he was more worried about Sasuke, obviously. Besides, in the state he was in, I don't think he could have stopped Pain.

And not to mention, everyone in Konoha hated Itachi. I don't think they'd be so appreciative of him showing up and playing Leaf Shinobi.
