If we take in the Jinchuuriki's as well with the Gedo mazo then Obito wins by a mile. The last user of Gedo mazo was Obito and he controlled the Jinchuuriki's which is his power.

Everything Madara knows do Obito know, Madara teached him everything about the Uchiha techniques
