Who knows, maybe Danzo and Itachi were stone skipping, and suddenly Danzo is like "I am better then you at this" and Itachi is like "oh hell no" and then a bet follows... If Danzo wins, Itachi needs to kill his whole clan and if Itachi wins, Danzo needs to leave Konoha... Yeah, this is how it happened! There is no doubt!
