Eh, as long as people put Itachi in their Top 9, I feel he's rated pretty well.

Edo Itachi could potentially be much higher (infinite Yata, infinite Amaterasu) if they include free Edos (like Madara.)

Plus a lot of people overlook that Tsukuyomi could potentially take guys like Naruto/Hashirama down if they're not careful.
