You can see in these panels how Itachi's conflict with his clan went beyond some pointless test of his strength that he led Sasuke to believe.
etc...
So Itachi is having major beef with his clan, and they can't persecute him because he's part of Anbu. So what is going on, Itachi is aware of the coup and is upset that his clan is going to throw away the well being of the village for the sake of their clan's pride. The capabilities he wants to test are his ability to silence his humanity and love for his clan in order to do what's best for the village as a whole. As you can see, besides his father, a lot of the clan members are nepotists who are salty about the Uchiha's history and current condition within the village, when he was given the orders to kill his clan that is what made most sense to him and you can see why in the manga.
The moral is exactly what Itachi says in these panels, "You forget what is most important to you because you cling to something small like your clan. True change cannot be made if it is bound by laws and limitations, predictions and imagination."
But even though Itachi is speaking some good shit, it's undeniable that his arrogant behavior is unlike him as Sasuke points out, because there's more to his change in behavior than just him being an ass ever since his story was conceived. Itachi was PISSED at his clan, he was not just obeying orders, and he did what he felt he needed to do. You see in times of ninja it isn't like modern society where hostile situations can be settled with riot squads and such, the Uchiha clan was a major threat to Konoha's society, unlike with Nagato and Obito who Naruto could snap out of their delusional world views by impressing them with his unrelenting will and optimism, the Uchiha clan's motives were founded on nepotism and pride, it wouldn't have worked that same, it was a more complex issue. You see him try to talk sense into them in those pages, they won't have it, so don't pretend like he was dead set on killing everyone you can see his inner conflict but it was hopeless. Then again, he's like 13-14? When you're faced with a situation like this at such a young age, you're not gonna get in some highly complex political debate to pacify the needs of an angry clan of shinobi, you're just gonna play it safe and kill them, it's as simple as that this was a time of uneasy alliances and death, not suburban america happy world.
What I'm saying is there was no retcon with Itachi, it was planned from the start for the slaughter to have been orchestrated by the higher ups and carried out by Itachi who had to shed his humanity to do what he felt was necessary and right. Those were the "limits" he spoke of, and yet he still cried while doing it. It's powerful stuff and most people who criticize it don't understand it.
